Pretty easy to tell if the same bidder shows up in all his bidding, gets it to a high bid and never wins anything from him especially if the bidder is bidding on wildly different car parts or years.

As for illegal yep bigtime but Ebay hardly ever does anything unless the person admits it, which isn t likely
