Now I don't know what combo you are running, but from the NO numbers it looks like you still have the EGR valve and it still works(or you have a cam with lots of overlap). If you still have a charcoal canister on it, change it. It will bring the CO levels way down. They get old and start holding fuel, when it is purged, it richens the mixture way up, and there isn't a carb adjustment in the world that can compensate for it. Except for the CO numbers, that engine will pass most states emmisions tests.
