Default No Ashesion - DX 1791

I guess I blew it somewhere. The PPG Wash Primer I put on has no Ashesion. After sanding to the bare metal with 80 Grit I wiped it down with a final wash solvent. I was careful to not let it dry on the metal and wiped with a clean cloth. I reduced the catalysed wash primer 10% to make it spray better, then topcoated it with DP90. When doing some spot filling I noticed a little flaking when sanding down the filler. Checked it out and I can chip it off with my fingernail.

Not sure if it is using the final wipe on the bare metal or using the reducer,
DT885 in the wash primer. This is more than a little piss-off. Any ideas on the cause?
