Default Half decent 403 modification?

Hello,
I have a '77 Bandit Trans Am with the Olds 403, and this winter I will be working a bit on the motor.
I've bought some #5 heads (off a 350 Olds) along with an Offenhauser inlet manifold.
What cam would you recommend and what other modifications should I considder? I'm looking to get streetable car but with a bit more punch! Let's say in the region of 400HP. This should be possible, yes?
I'm wondering as well if an injection system is worth the effort (more so for better running at low speeds around town)?
