Default transmission kickdown

my 67 tempest idles at about 1,000rpm, and when put into gear it drops to about 500rpm.

is that too much of a drop? sometimes if it isn't warm enough outside (like today) it idles in park at 800rpm or so and drops down to 400rpm (barely alive)

how do i adjust this? is there a way for it to just stay the same rpm in P and D?
