Default should i pull the plates?

My 64 gto has the original motor I rebuilt 2 years ago.I took off the afb carb and have a holley 750 mechanical carb on it now.My problem is sometimes when Im driving in the city stop and go traffic it will stall and be hard to start .Or if I turn it off, say at a gas station it again will start hard.Today I had to have it flat bedded home because I couldnt get it to go.I even let it set for 2 hours.Any suggestions please let me have it .Should I be thinking of other carb options?
