Default Bouncing Speedo from 0 to 35 - What To Do?

This is in my 71 Bird , new cable and tranny but old Ralley Gauge. The 160MPH bounces up to 35 and then is fine - also seems to "tick" at lower speeds. I had a later model one so I figure I'd drop that one in and send the 160 out to be rebuilt. I don't hear any ticking but it bounces up to around 40 and then smooths out.

Any ideas? Is this a symptom of an old speedo head that is worn?

Also, any recommendations on who to send a speedo head to for fix'n?
