1966 GTO Numbers Match

Hi,
I am in the process of buying a beautiful restored 1966 GTO post. The seller states you cannot number match the motor to a specific vin # or data plate for 1966. He states you can match it to the year but not the car. I have asked the local buffs here in South Florida and they say otherwise. Please help as I am ready to buy this baby and I just want to be sure...The car has a year correct 389 and the original 2 speed powerglide.
