Default Pulley problems

1966 389 with A/C and PS, totally stock, 8 bolt timing cover, 3 pulley 3 part balancer, 2 groove water pump pulley (9782679 XJ). Crank pulleys and water pump pulleys are quite misaligned, off by perhaps 3/8. It appears that the crank pulleys are too close to the engine relative to the water pump pulleys.

This engine was running when I got it and wasn't making any strange noises or throwing belts. I feel like I'm missing something very basic. Can anyone think of what it might be?
