converter flash

How much over a converters rated stall is acepptable? I have a supposed tight 3000 stall 9.5 inch converter that seems to flash to almost 3700rpm. Is that within normal range? By flash I mean before it pulls hard in 3rd gear I see between 3600 or 3700 rpm. Also thanks for the answer to the broken tranny post. Sincerely Rod
