Default 74 trans am value

A friend of mine turned me onto a relatives 74 trans am that is for sale. It has never left the high AZ desert and has been garaged during its 1 owner life and I need to know roughly what to offer without insulting them. options are 400/400 a/c, p/s, am/fm eight track no power locks or windows. Car has had one repaint I believe, a few stone chips no dents, one crack in the front nose piece about 1 1/2 inch, interior nice but worn alittle , but with a good cleaning would be very presentable. Red with white seats. # matching all around 98k with all history and documentation. after looking at the car a good engine compartment steam cleaning, interior clean and a buff this car would be a 8 on a 10 scale. Very much so a survivor type car. DO you think 8 or 9k is a solid offer? How high should I go? Thanks a million guys. One more question, how much nicer are these than a 1979 z28 to drive? Thanks again
