I have a problem with some place in my electrical system in my car. My headlight switch in my car is working improperly. When I pull it to the first notch usually the parking lights would come on, but now they don't. When I pull the headlight switch to the second notch, usually my headlights would come on, but now the parking lights come on the the headlights don't come on at all.

Then today I discovered, when turning on my windshield wipers, they would not turn off. I had to pull the fuse to get them to stop. When I pull my windshield wiper fuse I notice my instrumental light fuse blown and so I replace the fuse and later on it was blown again.

I know before the these problems started I had remove my dash and replaced my dash panel, could there be something I did wrong? I had also just go it back from an engine rebuild shop, could it be something they did? Thanks for the help in advance.
