Default Flapping package tray - How to secure

It's getting warm enough up here in New England and I'm ready to put my '64 back on the road. I love to ride with all four windows of my hardtop rolled down. However the package tray in back loves to flap up and cause havoc. I keep tucking the two inches of free material back behind the rear seat, yet it still comes out. I don't think the back/top of the rear seat fits as snugly as it's supposed to against the metal bracing. That aside, was the package tray affixed in any way other than "tucking" that free flap into the crack? Was there any kind of adhesive used? I saw something on TV where they were using some kind of weld adhesive when installing a headliner. Could the same adhesive be used on the package tray? Any suggestions are welcome. - Thanks
