Default 66 GTO Power Steering Still Squeals

On my 66 GTO the power steering still squeals when you turn the wheel and you get close to lock. I have tried all sizes of belts and still the same results. I am beginning to think it is either the pump, pulley or the wrong brackets. When I restored the car 4 years ago it was piecing the whole power steering addition together and I wonder if I have the correct brackets. Attached are two pictures that are the best I could take on the car- note the adjustment bolt is as far as it will go. Any ideas here, I am tired of the embarrassing squeal from the power steering and could use some help.
