When you buy a new car and the bank finances the car John Doe is registered, Bank Of America is legal. Registered is liable for the vehicle, legal is on the title to protect their interest of the vehicle. Money was owed on the wagon so Redmond Auto Body was legal to protect his interest in the vehicle until it was paid off just like a bank. Balance on the car would be a really high number since inhouse finance carries a high interest rate times 32 years of unpaid balance and interest and late fees etc. I would guess over 10k easily, that why Repo Pete offered a reasonable amount of 2,500 for the title. Current owner had no business buying a car without checking the registered and legal owner it's just a simple phone call.
