Default How to retrieve firearm from Police Evidence storage??

I had been working on a purchase of a nice Colt .45 from a very good friend. Unfortunately, my friend suffers from depression and pulled a stunt recently where he "forgot to open his garage door" while sitting in his vehicle with the engine running. As a result, the local police confiscated this Colt so my friend didn't have any more "accidents".

Now my friend wants to retrieve it so we can complete the sale. Problem is, the local Police do not seem to know the procedure for releasing it. They will not release to my friend, which I completely understand. They told him he would probably need to "hire a lawyer or something". Who is going to pay a lawyer a fee which will undoubtedly cost more than the value of the firearm?

There must be some simple method involving filling out some form and perhaps having it shipped to a local dealer to complete the sale or something? If the Colt is in the possession of the police for 3 years they will destroy it, allegedly.

We both live in Pa.
