Dual Snorkle question

Hi, After a long search I finally found a 1970 and up dual snorkle air cleaner for my 69 GTO. It's the best thing I can find here. It needs a re-paint end re-chrome but the rest looks good.

I wonder what the valves in the ducts are for and where do I connect the two hoses attached to them ??
