Default Installing rear control arms help

I'm trying to get the control arms installed in the '68. I did this before with the old coils however I believe they are probably shot and that's why I could line them up. I'm having trouble lining the holes up on the upper control arms in particular. I've tried jacking up the rear end, lowering it, putting weight on the frame, using a come along to pull the rear axle inward etc. What do you usually do? These are new coils and I don't have the body on the frame yet. Thanks.
