Default horn not working & driving me crazy

Hi folks this one is making me crazy & I'm hoping someone here can help with the fix.When I tighten my steering wheel up I lose my horn. After checking with a meter I see that I lose the ground on the the center shaft that the steering wheel bolts to.(if i ground that i get the horn back)My question is what grounds the center shaft?The only thing I see in there is the bearing in the steering column switch which is getting a little sloppy I might add.Am I missing something? Just to mention this is a 66 gto A/T on the floor non tilt column.
