Default Tail lights non operational

When I purchased my '68 Lemans I knew the tail lights weren't working, but the brake lights and turn signals/ hazards work fine. I replaced the 20A fuse, and the tail lights worked fine......but then I took it out for a spin and obviously used the brakes/ turn signals. I learned that I burned thru my new 20A fuse again. I then trieda 25A fuse and almost immediately burned thru it as well. I THEN put in a 35A fuse temporarily just to see if the fuse held. It did, but I noticed it was getting HOT, so I took it out for fear of fire etc. WITH the 35A fuse in though, the tail lights did NOT work.
Even with the fuse out, my brake lights/ turn signals work fine. I checked the wiring in the trunk which leads to the tail lights and all the wires are in tact and not "worn" thru from years of items being thrown in the trunk, so there's no "short" present. I'm baffled at this point and would appreciate any pointers of where to turn next?!
