You could build a strong 400 for about 5K.

72cc Edelbrock heads: $2100
Forged rods: $400
Forged pistons and rebuild kit $600
FT Cam, lifters, chain, pushrods, rockers: $600
Machine work: $1000
Oil pans, valve covers, fluids, various parts: 500

So you can build a 450HP 400 for about $5200

That 455 shortblock's looking like a good deal......
