Cool pontiac 400 wont start HELP!??

Ok I have a 67 gto with a '70 400 bored 60 over with a rebuild 1200 miles ago. edelbrock alum intake elec choke carb. HEI ignition, 10.75 to 1 compression. runs on premium. Car has not been driven for 18 mos. Has been started here and there, last time was over 3 mos ago. Gas is old, Im sure but only 1/8 tank is in there. It smells like its getting gas and it cranks over fine forever with stout battery. never pops/fires a bit though.
Can you give me an organized way to check things to get this car moving out of xwifes garage so I can sell it immediately?
I will take 18000 cash and no less. this is a rust free car with no damage and a fair paint job. 4 sp, posi, 425 hp, hooker headers, cragar s/s wheels etc. Interior needs a little stuff like door panels, dash pad, front seat covers, maybe a better steering wheel. Thanks, Dan
