Default Tow rating of flat utility bed?

Does anyone know the rated tow capacity of the tag along hitch on this type of utility bed?
They look pretty sketchy to me. I've got a steel car trailer I wouldn't have a lot of concern about, but sometimes I need to move a 13,000 lb trailer/high-lift. It's not a goose neck trailer.

As it is right there, is it even safe for the normal steel deck car trailer and occasional Grandville?

Wonder what it allows, and could it be safely strengthened to allow the heavy trailer?
