Firebird Instrument panel wiring

So, I'm trying to clean up the mess left behind the dashboard of my 69 Bird by the PO. There is this wire coming off one of the instrument panel bulb sockets. I'm guessing its a ground but I can't find it on the wiring diagram. Anybody tell me where it goes?
