Pulse Wiper malfunction 1975 GV

Hi everyone I have a 1975 Grandville with the pulse wiper switch, the wipers only function in the high position. From what I can find online it appears to be that the wiper control board is malfunctioning. Does this seem logical? As for the board I've searched online and cannot find a picture of it let alone one for sale. Has anyone else come across this problem? Any help would be greatly appreciated. Thanks for your time.
