Default 64 Windshield wiper problem

The windshield wipers on my 64 haven't worked since I got it two years ago. After a little investigation I got them to work after giving the crank a little push. Initially the speed seems to vary a bit, but after they operate for a few minutes the speeds seem consistant and normal - both hi and low. They also park normally when turned off. The next day, the wipers won't start unless I give the crank a push. The shade tree mechanic in me thinks the grease in the gearcase has gotten hard, or is gone, but I'm guessing.
There is 11.8 V. at the wire that connects to the #2 terminal when the wipers are on.
Any suggestions?
