Default Help sealing tire

I could use some advice, I can't inflate my snowblower tire. I had a hard time getting the tire to seal against the rim. I ended up using some Slime, which probably made things worse. I finally was able to get the tire to seal but if I add too much air blows the tire off the rim. I cleaned off as much Slime as I could, and let it set overnight to dry. But just as before if I add too much air it will blow the tire off the rim. As you can see in the picture, the tire really balloons out when fully inflated. I can't even get close to fully inflated before the tire blows off the rim. Is there some type of glue the professionals use? Any advice is appreciated. Thanks, Mitch.
