Default Steering Column Height Issue?

Not sure if this is normal or not. On my 68 GTO with non-tilt steering column and stock deluxe steering wheel, there is a 1/2 inch gap between the top of the steering column and the low dash trim. Also, I only have a 4 inch gap between the bottom of the steering wheel and the top of the seat, making it very hard to get my legs in and out of the car. I have added pictures. Is this normal or did my steering column some how drop or possibly needs an adjustment?
