I always move over for anyone stopped on the shoulder. I had the privilege of being broke down on the side of the road last winter in a big truck for a couple of hours with the triangles out and was shocked at how many trucks would not move over even though the middle lane was clear. The only safety issue I see with the law and see it often is when people move to the middle lane in a larger vehicle or truck and slow way down. This leads to impatient and inattentive drivers coming up behind them and attempt to go around them on the right, not seeing the vehicles on the shoulder until the last second. I blame cell phones for this
