I used to get that when I filled up in Benton Harbor, MI. Sometimes just walking to my car from a regular store.
About 15 years ago, I was filling up in South Bend just below the state line, and this dude pulls up on the opposite side of the pump from me. He walks over to me and delivers the familiar song & dance but tells me he lives in Indianapolis. I stop what I'm doing and walk around to the back of his car to check the license plate: It has a
71 prefix. Me: "umm, sorry buddy"
He quietly gets back in his car and leaves. LOL
