The washers are inside the cross member no matter which way the bolts are installed. If the nuts and lock washers are exposed then the flat washers are under the bolt head on the two upper bolts on the RH side.

The lower hole and the 3 bolts on the LH mount don't need the flat washers since the holes in the cross member are just big enough for the hardware. The reason for the two flat washers is because the upper holes on the RH side are slotted so the washers are needed.
