Engine/ Trans stampings

I recently looked at a Pontiac plant built 69 Judge for a friend and noticed that the vin. on the block was gang stamped and the vin on the transmission was hand stamped one digit at a time. Is this the way the they were built? All of my number matching cars have had matching gang stamped vins.
