Huge numbers of people will need it. But it doesn't make sense to blindly send money to
all U.S. citizens (or all households, or whatever). I'm sure my wife and I aren't the only retirees who don't need it. I don't have a recommendation, since Washington would take so long to implement a more sensible plan. If the "payout" does occur, I don't know what people like me should do- we're not naive enough to think that sending it back would do anybody any good.
