Default Tilt Column / Shaft Movement

Hello everyone,
Hunted around a bit and could not find a related post.
This tilt column is going into a 69 GTO. Currently the lower column shaft with ragjoint connecting to steering box is removed. I removed the wheel to replace ignition lock cylinder. As I was reassembling, I noticed movement in the shaft. This movement actually allows the lock plate to drag on the housing as one turns the wheel. Unsure if this has to do with the lower shaft being disconnected or not. There is a smaller amount of play side to side. Any advice or other posts I should review.
