Default Property drainage help

I live in a poorly designed drainage area. First off, state, county is ZERO help. Drainage culvert is in next door neighbors back yard. 2nd off I am the lowest property and I am only one who maintains it. 3rd issue is the horrible leave issue with all the trees. So I must come up with solution. How would I go about keeping this opening clear?
