Default # 48 heads

i bought a 1970 ram air engine that had been removed from a 24k mile 70 t/a years ago due to a spun rod bearing . It had a set of #48 heads that were both date coded H-20-8. My question is would these be very late 68 heads or very early 69 heads? I thought yearly change over was either August or Sept.
