A product can be falsely labeled as "Made in USA" if the product or its components are not entirely made in the United States.
Can the packaging say made in the USA but the filter inside be made elsewhere ? Edit... Can the packaging be made here in the USA and labeled "Made In the USA" but with the actual filter be made elsewhere ?
