Default 1964 Pontiac Lemans - Cleaning up some rust in the trunk floor

Hello.
I didn't know I had some settling water over the winter in the trunk.
Long story, don't get me started.
Now have some surface rust to tend to.

I have attached a photo.

Just wondering how you would go about addressing this. Hand sand it, another option.. ?

It doesn't need to be perfect, but would like to clean up the surface browning rust area, and touch it up with spray paint. I have a site and color code for the Saddle Bronze Poly. So I'm good there. Just don't know what the best way is to tackle the cleaning up of the surface before painting it.
