Default Found But Not Seen Yet

I know a guy here that keeps telling me about a 421SD engine with Tri power carbs, the bell housing clutch and Muncy 4speed. The complete setup just needs to be lowered into the engine bay, hook up the wiring and everything else and drive way. It's been setting on 2 pallets for the last 10 years or so. Every once in a while he pulls the plugs and sprays fogging oil into the cylinders and spins the the engine. He's a dam good mechanic I've been told. Now he's thinkin gf selling it as he doesn't have a use for it now like the thought he'd would back in the past.
Now he wants me to make an offer for it. And guarantees it will run. I've made one but it might not be enough, but he's thinking about it. Money's tight right now.

What's a good guess for an offer?

BTW, he started out by calling it a Big Block Pontiac engine. I told him it wasn't but he had to argue about it. Then the next day he apologized. He said he looked it up on the internet and found out I was right. Miracles never cease to happen.
