Default 66 GTO convertible top frame rebuild

I’m in the process of rebuilding mine. Bought H132G Convertible Top hardware kit from our host. This has all the bolts,wave washers,nylon bushings,etc. to rebuild the frame. There is a good set of instructions with photos for each step. One step calls for installing 10 small screws into the center bow as shown in the attached photo. I’m not sure what these screws are supposed to do. I could imagine them being used to retain the top pad, but why would the instructions say to install them before the new top was installed. When I removed my old top don’t recall if the old screws were holding the top pad in place or not. There were only a couple of screws in the center bow when I removed it from the top frame. There were several what appeared to be pop rivets that I drilled out. These were sort of a blind rivet because they did not extend completely through the diameter of the bow.
So, what is the purpose of these 10 screws?
