Default Surface rust removal on machined spindle surfaces?

I'm helping a buddy with getting his 1970 Catalina back on-the-road.

It's been sitting for over a year with the front brakes shoes and hardware replaced, but the wheel hubs and bearing not put back on. He was looking for a replacement hub, which he recently found.

He made the mistake of cleaning off all the grease on the spindles and now they've got surface rust all over them. A fairly decent amount.

What is the best way to get the rust off? I've heard vinegar works, but haven't ever tried that.

Is there something stronger to spray on or brush on and let it do the work?

Or do I just get out the 800 grit and machine oil and polish everything?
