A four blade fan? I checked my '67 manual and indeed, it says all but A/C cars had a 4 blade.
How about for test purposes get a 7 blade fan and maybe a shroud to see if airflow thru the radiator is the issue. Hard to tell about your radiator; if you can see inside the filler neck and see crud stuck to the ends of the tubes, I'd say it may be time.... How about your heater core? if it is plugged, that will reduce the coolant flow thru the engine back to the pump. George
