personally i would use a panel flange tool on the part of the panel still on the car, cut the replacement part to fit in the flanged panel fasten in place with rivits clamps of gleco fastners,check fit carefully around the edges openings or other parts even put items such as mouldingd or bumpers on when you are satisfied with the fit weld the panel in place remove all of the misc fastners used to hold things in place and finish as needed
