My guess would be that the car was built with a 326 and heavy duty suspension, and had a then current 421 transplanted into it by a dealer or contract shop. Sort of like Yenko did with the very early 427 sYc Camaros, before he went the COPO route.

PHS paperwork would reveal how the car was ordered, but not necessarily how it was delivered to the customer.
