It looks like you have the gasket over the power piston correctly. But you have to insert that little plastic collar into the top of the power piston well first. It snaps in there. It may be a bit tricky to do, usually you can sorta press it in there with the help of the flat section of a regular screwdriver blade. That little collar has to seat evenly and flat in the top of the power piston well. The power piston should be able to move up and down freely without popping out of that little well.
Once you get that little collar seated in the well and the power piston stays put, then slide that gasket under the top of the power piston assembly.
It looks like you have two power pistons attached to the gasket in that pic, you only need one. Just be careful when you feed those metering rods into the jets.
