After you remove the interior panel there should be a panel or two or three that bolt onto the tailgate. If they have been welded chisel the weld with a hammer to get them off. I dont know why anyone would weld them shut. That may just be a tar type base used to prevent rust. If you tried posting back on the same subject you might get more input.
