testing the buzzer to rule that out would be dead easy: unplug the relevant wire from the buzzer (your horns should still work & the buzzer should not... otherwise you removed the wrong wire - the buzzer terminal should be on one side, on its own. 2 terminals for horns & horn switch, then +12v in the middle, then 1 terminal for buzzer on the other side) then touch a wire between that terminal and chassis.
