First, the quarter panels how high is the rust? Can you get away with just replacing the bottom of the quarters? The only thing I could suggest is don't scimp on this, spend the cash and have it done right. You will be glad you did. Second Did the head of the bolt break off? The best is to try heating the bolt up with a torch. Usually a propane torch will work but spray a bit of rust penetrant and let it sit for a day before trying to remove it. If worst comes to worst use a tool called an easy-out. You will have to drill a hole into the stud (what is left) and use the easy-out. They work great!
