I think it could be either way, i have seen both, and i think it was an interior dress up item, you know like pedal stainless. I have a gm delco radio manual, and it shows both chrome and black, even though the manuals pics are black and white, you can see one has chrome buttons.
I know for sure am-fm's are all chrome, either mono or stereo.

Not the one in my '69. Black buttons and it is the original radio.
Most GTO's had black, but there are chrome button radios that were installed also. It can be both black or chrome and still be correct.

Doesn't matter if '68 or '69. Can be black or chrome, both would be considered correct.
Never, ever, say you are sure about anything when it comes to how these cars were put together. Nothing was ever clear cut written in stone, and or built that way.
