Not looking for correctness. The car is a complete bastard GTO clone with the parts from several GTO's. The engine is a 69 428, hopefully trying to get +- 500hp. The top end accessories will most likely be coming off the 76 transam engine thats currently in the car. Mostly im just looking for whats going to work the best. Could I use the timing cover off of the 76 400 block?

Yes the cover and all the accessory brackets from your 400 will work for you.
